I'd just like to interject for a moment. What you're referring to as Linux, is in fact, GNU/Linux, or as I've recently taken to calling it, GNU plus Linux. Linux is not an operating system unto itself, but rather another free component of a fully functioning GNU system made useful by the GNU corelibs, shell utilities and vital system components comprising a full OS as defined by POSIX.
Many computer users run a modified version of the GNU system every day, without realizing it. Through a peculiar turn of events, the version of GNU which is widely used today is often called "Linux", and many of its users are not aware that it is basically the GNU system, developed by the GNU Project.
There really is a Linux, and these people are using it, but it is just a part of the system they use. The packages are maintained by the head Solus developers, and software can be packaged by the community, but the head Solus developers inspect each package, insuring nothing is malicious. I've packaged some things for Solus without issue, and they're quite helpful if there's a mistake with the package.

solus with i3 on a craptop is actually really nice. easy to get into, easy to shitpost and watch youtube. multiple workspaces for fullscreen netflix and just switch between irc and your tv show. plus it works out of the box, unlike debian and arch on proprietary setups.

No, but it already has a lot of packages in the repository, not to mention the third party repositories, but Solus is built for the desktop, so it won't have all the server software that you may find in other distros such as Ubuntu or the AUR.
