Not defending the CIA in the slightest but I'm pretty sure the thought is that they can use the vulnerabilities to more easily spy on enemies of the US which could possibly save a lot more lives then if they disclosed them and could no longer easily spy on people. Of course the problem is everything they do is classified so we have no idea if they are actually using them for anything good or just being dickheads with them. Like from what we can infer from the leaks it sounds like the CIA has been going all Stuxnet on North Korea's nuclear program which I think we can all agree is a good thing, but they've also probably been using them for much more shady evil things too. I really don't know how to feel about them hoarding vulnerabilities honestly. I really think they should disclose them, but sometimes they might actually have a legitimate need for them.
