90s hardware sucks by today's standards but even now the Windows 98 UI is better than any commercial OS UI on the market.
Windows 98 was full of bloatware and you know it. Even the desktop was a web page for fuck's sake.
Except this is not how Windows 98 looked like on any sane user's computer. More like this. If you manage to fuck up your desktop that bad you would of course be better off with Windows 10 because Windows 10 looks like a huge mess right from the first start up.
It looked even worse on the average person's computer, considering every OEM put their own bloatware and spyware in on top of Microsoft's bloatware. Even the screenshot you posted shows an entire fucking web browser rendering the contents of each explorer window. Were you actually alive when Windows 98 was around or are you just spouting memes you read on Sup Forums?

it's really crippled without plan 9's display server where programs can take over terminal windows
I use twm sometimes at work, and other times switch to olwm/olvwm.
I end up using awesome wm for most of my productivity.
