Except this is not how Windows 98 looked like on any sane user's computer. More like this. If you manage to fuck up your desktop that bad you would of course be better off with Windows 10 because Windows 10 looks like a huge mess right from the first start up.

It looked even worse on the average person's computer, considering every OEM put their own bloatware and spyware in on top of Microsoft's bloatware. Even the screenshot you posted shows an entire fucking web browser rendering the contents of each explorer window.
