The operating system interacts directly with the hardware, providing common services to programs and insulating them from hardware idiosyncrasies. If someone say they use linux, or uses an application that works on linux, then they are referring to the technical aspects of the system.
If someone says they use gnu/linux, they are saying they use free software and the system they use are in relation to the free software movement.

Let's look at the definition of OS:

GRUB is effectively considered an OS.
If i had Linux but used only BSD utilities that does not make it BSD\Linux. That makes it Linux with BSD Utilities. Same as for GNU\Linux.
If i replaced MS-DOS's utilities with FreeDOSes Utilities, it doesn't become FreeDOS, nor is it FreeDos\MS-DOS... it becomes MS-DOS with freedos utilities.
This isn't a hard concept to grasp, if your head wasn't filled with toejam and pointless bash scripts and Emacs Lisp, you'd understand this common sense
