Turn off all optimisations.
Use the same version of the compiler.
Prevent the compiler from accessing /dev/random and /dev/urandom.

When trying to search a space to do an optimisation it's best to use random numbers to avoid the possibility of cleverly constructed code that will bork your optimiser.

I thought the whole point of compiling yourself was to make machine specific binaries, or to add/remove features that you do or don't want.

Supplied hashes aren't good for security. If someone changes the binary changing the hash is trivial too.
