Nokia C3-00 with a 50 % bugger screen, a modern processor, a big battery and Android without Google Services.

Tiny single board computer with a single USB C port.
A header at the other end of the board for a second usb c port, a hookup for the touch screen, and the battery.
On the back of the board would be slots for the SIM card, and an SD card.
Daughter board for the opposite end of would include a USB C port and a rear facing camera, with an optional version with both the second USB C, a DAC, a headphone jack and a front facing camera.
Case and battery would be 5.5" 16x9, with other sizes like a tablet case becoming available later, but larger with a lower resolution screen seems like a good compromise.

System power would be comparable to a Raspberry Pi Zero W.
Basically a very low end phone but with modern connections and defining a standard size format and size specs.
Its possible the phone module with the SIM card would have to be its own separate daughter board.
Cameras might need to be as well.
