Elementary xfce icons (the ones used by Xubuntu). They have 4 versions, 2 for light themes and 2 for dark ones.
The complete piece of shit laptop I use for schoolwork has an intel Celeron and 2GB of DDR2 RAM. XFCE is like the only environment I can use without being at 90% load. I'd use a better laptop but for word processing and light coding I don't really need anything more.
Free performance is free. Eye candy is for toddlers.

I've heard it's pretty good, though I haven't used it yet.
The volume up/down/mute/unmute always fucks up somehow on my T420. Also the brightness increase/decrease also somehow fucks up (when increasing or decreasing the entire screen flickers unbearably).

XFCE is not dependent on systemd.
If systemd is present, XFCE will use it. If not, then it wont.

False. Scaling is in the settings editor under xsettings --> Xft --> DPI

What OS are you using and where did you install the theme from?
I'm running GalliumOS on my Chromebook pixel and it has xfce and compton is used as it's compositor and I don't have tearing on my machine.

Honestly the only reason I use it is because I don't have the patience to deal with manually editing config files and .xml shit instead of just clicking through a GUI based settings manager
If they have a little bit weak pc and want a responsive and fast computer, XFCE might be a good alternative. That being said, if you customize it really heavily it can get slow. I use KDE because I like to have more options, shortcuts and animations. It's more my taste.
I have a shit old laptop with a 1366xCancer screen. XFCE runs very well and is very customizable, letting me have little to no wasted screen space, especially compared to gnome. If not for the screen tearing, I'd say it was pretty much perfect.
I have no idea why kde gets so much hate on Sup Forums when GNOME is praised. GNOME is the most buggy and bare basic DE.

And then Windows 7 came out and it was a beautiful-looking OS and the momentum for Linux For the Masses just died out completely?
Windows 7 was the best thing Microsoft has released. All the bad things about Vista were fixed and nothing radical came out which would slow down old users.
But like all software it's not good to use an old version forever, especially using it online. With Linux you can use as new software as you want with all the bug fixes and exploit fixes. If you use Photoshop as your source of income you might want to stick with Windows just in case, but Photoshop can be used via Wine now. I don't care about people who pirate it, they had no actual right to use it anyway.
As for games Linux is a faster system when comparing a game that was made for Windows to a game that was made for Linux. It's what should be used because it's better but game developers go for the biggest system to get more players. Then they rely on hardware manufacturers to cover their ass by coming up with faster hardware. Of course hardware manufacturers should put out better and better stuff but they could already get more performance out of their hardware by focusing on Linux.
One thing that's slowing down progress is mindless Sup Forums idiots loudly defending a commercial company for some reason, like it defines them and completes them as a person. It's never a good idea to stick to old and familiar if you want progress at the same time. If games would be made for Windows and Linux but you get more performance in Linux then it would be the objectively better system and only people afraid of change would not make the switch. Tons of people are like this, they would just come up with excuses why Windows is still better, even if it's not.
In Linux you can change practically anything once you find out there's something even better out there now (file system, DE, X to Wayland...). That's why it won't slow down progress.
installing compton is easy, all you need to do is add a one liner to your startup scripts. Name one DE,that doesn't require minor tweaking.
DUAL BOOT, leave your partition enough room for gaymen and PS
fast, many themes, it looks beautiful, customizable, didn't crush like cinammon and is not slow like KDE
