Resize to 16x11 then put a gloss on it. It will never look good if it has text on it when it is 16x11 so you just need to deal with it

I went around my region's official website for photos of what the region's flag is. It turns out that York Region HQ has 2 region flags that they fly around both with just the (ugly) logo on a plain background.
Indoors both just outside and in the council chamber they have the top one with a blue logo on a white background next to all the city flags
Outdoors is the bottom one where they fly a white logo on a blue background

So according to crwflags, which I use very regularly, York Region HQ does not have an official flag as determined by the governing body. Sometimes the logo is affixed on a white or blue background and flown, but it's technically not "official".
In this case, I'd exclude the region's flag altogether (unless you can find a source which proves the flag has been officially adopted), however, I'm not exactly the authority on this - the github mods are. I will say it starts getting a bit sketchy when you include unofficial flags, though I'll leave it up to somebody higher than me to decide.
To answer your question though, if there are two official flags (as in the case of Charlotte), it's better to go with the more commonly used one.

I'd say go with the blue. If the HQ itself is flying the flag, it's surely official enough for us.

In the same way Nassau County implies New York. The point of more and more specific flags wasn't to avoid confusion, it's to show off all of our home flags. Having to decide between Navajo Nation and Southwest takes away from that.

Aren't the Indian Nations historical regions? I know there are still Native American communities living in their regions but those Nations aren't official things anymore, unlike states, counties, towns, etc.
