Whether Russia is European country or not was a very disputable question in 19th century. Now the majority of Russians don't consider ourselves Europeans, we say we are just Russian or Eurasian.
Western Russia don't differ culturally or in any other way except for climate from Eastern. All the Russian regions share the same mindset, same culture, same architecture and so and so. The only different regions are Dagestan, Chechnya and Ingushetia because of war, and even they are not REALLY different, I would say retarded. Actually all the Ex USSR share same cultural basis except some local differences. I would say Russia is like a China for Far East or India for desi.
