if anything, TehC incentivizes people NOT to seed. If you want people to download a torrent you're seeding, you want it to be FL, i.e. on seeder surge, i.e. less than five seeders. And if you want to download something, it's likely going to be on FL i.e. seeder surge, meaning less than five seeders. So what we end up with is a system that reaches homeostasis hovering just above 5 seeders. God forbid you actually want to share a movie, the best thing you can do is actually stop seeding so someone else can download from the remaining four people.

TehC also has an artificial traffic issue. Seedboxes circlejerking with sending BDMVs or ancient XviDs to each other has no purpose but to build buffer. Most people will probably dump all versions but one after a week anyway.

A healthy tracker strives towards having the most content possible. Balanced seed number means nothing. As long as that number is one or more it's fine because it means the content is accessible.
It's shitty that people 1) managed to get so much buffer by doing almost nothing, but there wasn't really an alternative. People 2) are the people who deserve to download from the tracker and actually can. People 3) are not uploading anything or else they would be people 2). They belong at HidraZone, not even Apollo.
The tracker works wonders for people who actually contribute content.

Now, I wouldn't oppose some kind of bonus for the original uploaders, such as an instant buffer equal to the size of the torrent as long as you keep your seeded.
