Not for me. I just tried it, and left the phone number blank. I could easily make an account. I'm in Hungary tho, maybe it's some EU stuff going on.
You could try to give a low enough age, maybe then they can't ask for mandatory phone number

gmail tried to get me to give a mandatory phone number once, but after that it stopped trying to make me. i wonder if google allows you to forgo verifying if they can sense who you are from your ip address and unique browser information

I have quite a few burner SIM cards that I have bought before a national law requiring a copy of an ID card for activation comes into law in July.
Otherwise I'm using random telephones at work if landline numbers (for robocaller activation) are accepted. There's virtually nobody but me left on a Friday evening.
