The ISPs control the nation's communication lines like the fucking mafia. It's a big "take it up the ass or be left in the dark" sort of deal.
They won't upgrade the network just because Korea or elsewhere has 100x faster internet. There's no valuable profit to gain from that because there's no competition in America. When your business dominates the market for a particular service, you're naturally going to cut corners and make the whole thing barely working enough to meet minimum expectations as a functional service, and priced just tolerably high enough to back the consumer into a corner without losing them completely.
