pop that 450w psu ram and 550ti in an old dual core prebuilt and it will be a decent potato, I just put together an e8400 with 4gb ddr2 and an asus 550ti for my friends kid. It does pretty well.

To build a new old computer at this age - the motherboard is the significant part. If you have a known good motherboard everything else falls into place. Otherwise effective economic value is missing.
For example there is 8Gb of RAM, standard amount for, and going nearly free, the speed is not so bad. Very quick search you'll need a motherboard along the lines of newegg.com
