My brother wants to edit videos because he always wanted to make movies and now he's having some sort mid-life crisis, and my girlfriend wants to give him a powerful PC for his birthday so he can edit in a capable machine. But since I don't really know what he needs, I figured a powerful gaming PC could be a good metric. Please tell me if it is. Also, this is a secret, but deep down I hope it is because I have the selfish desire to play the newest and most exciting PC games every time I visit him. Basically I'm trying to help my GF do something nice for my brother but also I want an excuse to buy a PC that I will visit often and allows me to play Doom (which I haven't even tried but looks cool as fuck).

Actually anything with a quad core and +8 gigs of ram can render videos pretty well. If he uses linux, blender's video editing is surprisingly solid

For video editing he'll have far far more choices on win/mac: Vega, Aftereffects, etc. Stuff would be a pain in the ass to get running in WINE.
I don't know much about Apple but ideally get him Windows 7 and update the security patches immediately. Getting "wannacry" is just asking for a bridge jump

Without getting into botnet memes, the Windows10 window management and start menu is a huge hamper on workflow. I spend extra time fighting the interface than making content.
I personally use linux (manjaro / ubuntu) and win7 for drawing and 3d modeling - but if I was doing video, especially serious production, I would go for a win7 or a mac.

a gaming pc is not a good metric, because video work wants massive RAM > a high-end CPU > GPU is basically useless unless you're doing intensive 3D rendering - gaming PC wants the beefiest GPU you can afford > midrange CPU > 8gb RAM is more than enough.
that said, most "gaming pc" specs go overboard on CPU and RAM, which makes them acceptable if mediocre for video editing. and most editing workstation specs are good for most gaming if you drop a good GPU in. 's build will do both jobs well even though it's it's a compromise that isn't quite optimal for either.
on the video side it also depends how technically-oriented he is, too.

It hasn't been a battle they could win as long as DirectX was so important, is the big thing. That might change as Vulkan becomes relevant and more devs come from a mobile or PS4 background and know OpenGL rather than a Windows/Xbox background and know DX.
The gamer market also wants drop-in upgrades for obvious reasons, but Apple has made a lot of money selling precisely engineered systems on the hardware side, while on the software side they neither have the marketshare to demand polished drivers for everything nor the staff to write them themselves.
But if it changes, it's more likely to be as the mass gaming market continues to lose interest in high performance, and evergreen GaaS titles start pegging high settings/60fps on Macs because at least they're not as bad as the Netburst P4s still clogging Chinese internet cafes.
