If you insist on using a stupid wm you would have to use something line devilspie to augment it.

I have this problem. It's more of the fault of the monitors. They completely turn off, so Linux thinks the monitor is disconnected, so it moves the windows onto the remaining screen. If you have windows, you don't have this problem, but you may have windows on a screen that doesn't exist sometimes. Trade-offs. I think windows has it right on this one.

What DE are you using?
Cinnamon (aka the best DE) literally has options for where to open a new window, and even lets you open a new window on your cursor.
