What I love the most is that often they look extremely fucking creative despite all of that. I've seen some kick ass effects on some of them and they all used basic css2 at most (maybe even less).

This guy seems pretty trustworthy to me.

It's not hard, all you need is basic html knowledge and a bunch of .jpg's, throw in the occasional animated gif to really class it up and look professional.

He used to have his own face as ASCII art in the site source, commented out, with a huge stamped text saying that he'll fuck you up if you try to hack him.

A personal web page was a thing once, way before social media.

honestly i avoid any site/ buisiness that tries to be personal/ "human". Professionalism and cheaper prices are all that should matter, and being personable comes across as cocky to me
