The problem with peerblock is that as they add IPs the people looking for pirates will have to get new ones and that will make the current IPv4 shortage even worse. Also peerblock being off might not be the reason you got DMCA'd, as newer movies are usually monitored more closely.

It's a placebo because they get your IP from the tracker or dht. They'll send a notice even if you never connect to them.
