As we all know, the harder a ratio system is, the more uploads and better seeding the site has.
That in mind, RED should have upload only counting for half. Upload 500MB to others, and you receive 250MB of buffer. Had they done this from the start, the tracker could now have two million torrents and twice as strong 0/1/0s.

I'd also add a rule where only the uploader gets buffer and other seeds get nothing. This would stop unwanted behaviour such as downloading things just for buffer. Remember this is a music tracker, not a ratio tracker!
