Tor browser is a single binary (do you know what a binary is?) used by millions (do you know what "million" means?) of people, making it an important target (dictionary.com/browse/target?s=t ) for both individual and state adversaries (en.wikipedia.org/wiki/Adversary_(cryptography) ). It's relatively easy to exploit (en.wikipedia.org/wiki/Exploit_(computer_security) ), and it's already been exploited several times, for example recently with the freedom hosting backdoor.

To exploit whonix, on the other hand, you need to, at the same time: exploit TOR itself and escape a virtual machine (en.wikipedia.org/wiki/Virtual_machine_escape ), or exploit Tor Browser and again escape a virtual machine.
