For older games should be able to run high frame rates at 4K just fine, and watching videos shot at 24fps at 144Hz refresh rate without any post processing should look smoother since it is a direct multiple.

As far we know now Vega RX will launch with three cards costing 399, 499 and 599 respectively.
Vega RX is Vega 10 which is the big dick line-up from AMD, Navi which is Vega 11 releases further up 2017.
If you're not inclined to spending more than 300 bucks on a gpu just buy the 1050, it'll run everything fine in 1080p. Look around for an RX 570 first, see if you can snag one on the cheap, but don't count on it.
