My phone got blacklisted, i live in canada.
bought a used iphone 6s and one week later it got black listed, how do i get it off the blacklist
i reported it to the police, have file numbers.
contacted the store it was stolen from, i have their permission to keep the phone.
How can i get it off the Blacklist now?

Blacklisted? You mean iCloud locked or did the carrier decide to block your access to it? Make sure it's not a Boost/Verizon/Sprint model phone. People on eBay sell those "unlocked" by using a gray market unlocking service which basically pays rogue employees to put their number on a whitelist. I am assuming the carrier purged these falsely added numbers and the number registered to your device was fucked.
Don't buy a used phone breh.

No it means that it's imei has been marked as invalid, so no carrier will allow it on it's network.
