It's the hidden advertisement panel right above the start button. They don't actually remove it, they just make it invisible until it's time to flash the advertisement.

This happens to me and I just learned to deal with it. A lot like everything else in Windows, the only reliable way to get where you want is to use the search bar now.

Right click on your desktop. Do you have some kind of "arrange icons" setting check-marked? It could be trying to auto-arrange a layout.
If this doesn't solve your problem, then install gentoo.
