The subsystem does not contain kernel which means it wont get any partiton support from it. FUSE solutions wont work either because they require kernel for IO operations.

No, you really can't. And none of it should have been present in the operating system in the first place. This is yet another sign of things to come.
That said, I use Windows alongside several other systems. Personally, I don't really care what they're collecting but I can certainly see why other people would.
