The only sites that can go premium are sites with services that the majority of people will pay for, there are almost no cases of this right now where the payment isn't just paying for access to copyrighted material (like music, books etc).

Running a website is not very expensive. If your website or webservice gets more traffic it obviously gets more expensive, but more traffic means more monetizable traffic.
