Your ISP owns the DNS server. They didnt inject into the webpage you're visiting. It's more of an overlay that's tacked on.

HTTPS everywhere can only enable a secure connection if that site already supports HTTPS.

E.g. Sup Forums supports HTTPS, but doesn't reroute you to it from plain HTTP connections unless you enable that setting, or you have HTTPS everywhere.

I just stuck level 3 dns into my router and my speed dropped from ~190mbps to 70mbps. I tried their 209.244.0.3/4 servers as well and got 10mbps

Turns out its a bug in the wrt1900acs that fucks your internet speed in a bad way if you don't powercycle your router after changing the static dns. It does a soft reboot for you, but I guess it doesn't work.
