skylake x can't really go above ~250W because that's the point at which the mainboard VRMs start to melt themself. Also toothpaste TIM doesn't allow to cool the lower end chips taht aren't soldered. Seems like AMD and board manufacturers learned from intels disaster because the X399 boards got really beefy VRM cooling. Or it's from experience gathered with the FX9590 kek

zen is basically limited by the low power 14nm process characteristics right now, where it's most efficient point is at ~3GHz and the hard limit is ~4GHz
7nm will up that limit to ~5GHz meaning the process won't be a bottleneck. I imagine the zen architecture itself could sit comfortably >4.5GHz

The market for X399 parts is businesses and professionals. These people aren't going to overclock their parts, both because they don't want to spend the time to do so and because they want their parts to last as long as possible.

I do SMB networking. Most of the businesses I work for don't even start thinking about replacing their servers until at least 5-6 years after they buy them, and some wait longer. As long as it keeps doing what they bought it for they have no reason to replace it.

I said X399 parts, which includes EPYC, and that's really where the high margins are. If they're actually putting four dies on each TR chip they're actually very low margin parts. I've actually sold some CAD workstations too and no OC was asked for or offered.

X399 is a chipset used in TR4 socket motherboards, exclusive to threadripper
EPYC uses SP3 socket and does not require a chipset.

Zen will cap out at 2x6c dies, for no reason other than memory bandwidth constraints, so no 32c TRs in the next 4 years sadly.

If you really want, you could just go for an underclocked/undervolted 1S Epyc, though that will of course waste a few Watts on IF links.
