They re-used the same socket and layout as Epyc, but there's two 8 core dies instead of four.
it's probably binning from epyc chips, if it didn't have dummy cores it'd need a different socket than epyc and probably different heatsinks making both products far more expensive and more niche, they did something similar with the 3 core phenoms a while back
