yeah, to obtain the full memory bandwidth TR needs to use memory controllers on the different dies, which increases latency.
So if you need memory bandwidht, you turn it on. If your workload doesn't require heavy memory bandwidth you turn it off.
It's also implemented in EPYC afaik.
AMD loves NUMA, and no one but IBM can rival them in that.
