External signals easily spoofed, since the satellite signal is weak. External signals controlled by weak computers in range of anyone with missiles.

Look up the history of GPS. It's always been military paranoia. There are actually two GPS signals coming from GPS satellites, one is a military only one. It really pissed the pentagon off when people developed technology that allowed them to get accurate GPS from the 'civilian' signals.
The GPS signal blocker probably isn't for nuclear missiles but regular ones. Like saddam's scuds. (RIP)
