systemd is a issue from two aspects
1. it is licensed lesser gpl which is more akin to bsd or mit.
2. its reach has far expanded the original intention and that was one of the critiqued arguments and promises
it was promised as a simplified init system and now everything from the graphics stack to the audio stack has dependancies.
if you manage to remove systemd you still have to worry about dbus, pulse audio, and libsystemd

Nearly none of these packages require libsystemd, they require libudev, which is packaged with libsystemd on Arch because Arch devs only supports systemd.
You can use libudev without systemd, and if you can't stand that they exist in the same repo, you can use eudev like crazy Gentoo fags do.

slackware uses initscripts but I imagine you don't want to use that. bedrock comes to mind, and you can make it do pretty much anything you want . I can't think of any mainstream distros that don't use systemd though.
