As a second, what Mozilla might be making is essentially something that already exists in the form of various web plugins: a BS detector. It looks at a given domain and lets you know if the domain has a bad reputation. There are similar algorithms for detecting malicious websites that host malware. Neither one of these technologies prevents users from uploading such content and neither one of these technologies prevents users from navigating to such sites.
