same way sims got larger in size. They surely don't hold more data on them to serve you with services they provided before. Sim cards are always powered except if you get them off or if you simulate getting them off by setting airplane mode that turns of the socket they sit on. Probably some way of the companies tracking the users in the modern era of post 3G smartphones.

might be something to do with dropping connection. if you're purchasing something online or you're signed into some website which is tied to your ip but you suddenly drop connection and your ip changes, it's a hassle having to log in again. i guess it's just to make dropping connection not as big of an issue for all those businessmen.
