you'd need better standardization across the board over the lower levels in order for the os to be maintained well. but cellphones are sold as a closed package and that's not going to change

Have there been any attempts? Stock Android is completely open source apart from non-free drivers and Google services. Nearly all devices have the non-free driver problem and you don't have to use Google shitware at all. Even things like the Jolla Sailfish OS devices there's a non-free Android compatibility layer called Alien Dalvik. All of the low level bootloaders are usually non-free, but at least Nexus phones use the Qualcomm bootloader which is mostly open source. Not sure about the boot ROM though. It's still not free as in freedom because you're locked out by Qualcomm Secure Boot. Basically the boot ROM loads itself into memory and allocates some of it for the first bootloader that it loads. If it passes a signature check, it'll get unpacked and run. Then it loads your second bootloader which handles hardware initialization and boots the cellular modem and stuff, and then sets up and runs the OS bootloader which is the thing that NEETs here have to unlock in order to flash Lineage OS and it boots the Linux kernel and your userland. Well, the problem is that Secure Boot is enforced via a hardware fuse. We do have JTAG access to this mostly but how would you go about replacing these low level bootloaders with free as in freedom versions?

I say that if you want a phone that respects your freedom then one will have to be designed from scratch using completely open hardware with security in mind. This would mean a RISC-V CPU and cellular modem all running FOSS with proper isolation. Porting and maintaining Android on that would be more of a pain in the ass than it is for x86, so you might as well write a whole new OS for it. Come to think of it, RISC-V smartphones, tablets, and laptops with near prefect cross software compatibility would be pretty great. People already love x86 Windows tablets for this exact reason.

These are just my thoughts that I'm throwing out there. Don't bully me.

The reason is because there isn't a market for it from the mass consumer.

They don't see privacy and security or open standards in hardware or software, let alone Libre.

Look at Tizen with Samsung, that's not going anywhere any time soon with all of that money and them being able to manufacture chips and board integration in house.
