I'm not OP but if you're being forced to use their internet (because of living in residence or something) then it's kind of unethical for them to be looking at your traffic or blocking a protocol. On the otherhand, if OP got disconnected because he was using up wayy too much bandwidth/data then it's probably okay to throttle or disconnect them since they're probably infringing on the ability of others to use the internet.

my accommodation did this where the wifi would stay connected but the internet would stop if i torrented even on a vpn. I tried everything including different adapters and pcs and reinstalling the os.
Eventually I found if I used Gnu/Linux to torrent then the problem did not happen.
