You can use webtorrent. But it uses WebRTC which uses UDP/IP protocol. Not the best for fast text content. I bet there's patches though.
But if you're going to do that anyway, just use mailing lists or peer to peer.

With IPFS, you can host a static website, and everything's decentralized. No need to worry about DNS issues, etc...
Want to do things dynamically? Use JavaScript to load additional content to the static HTML page from a server. Obviously, you'll need to do this with your own hardware to truly avoid censorship, but if your needs aren't very high, this shouldn't be TOO expensive...

I don't have any ASP on my site. That is just a godaddy server hosting. It means nothing. I have the original files + database backed up. If an issue happened I guess the next step would be to migrate domain names over to a server off-shore so it cannot be messed with or taken down.
We may even set up our own web server in the future.

Most techies would agree that the Linux server environment is definitely the best way to go. At the same time it's not uncommon to see a windows server environment being used for lots of different Web applications. You can all day tell me that windows servers are super easy to hack but if properly managed that is not a problem. So I could imagine the worst case scenario if somebody were to hack the server. I still have a backup of the entire database I would just be able to just migrate over onto another server. nothing is lost
