No. When you click on an ad the company pays may pay money for it. If you click tons of ads and don't buy anything, you cost them lots of money. In turn this also devalues clicks, so advertising companies will pay less for them.
It can also makes profiling more worthless, since they'll see that you've got so many interests from clicking so many ads that they will know that your actual interests are completely masked by all these fake clicks.
Ask google. Even if you are, they won't keep you blacklisted forever, and if you have dynamic IP you can leave your router off over night, your IP should be different in the morning.

What if you use a script to blacklist your entire ISP from using google's services? Android's terminal can toggle airplane mode and issue requests with wget or curl, so you could just make a small script that anyone can download.

As far as ads go this is fine. I use a porn blog that insists on using imgrock for its images. They do the whole 'disable adblock, we're completely innocent' while their site is riddled with ads and javascript onclick events. At least with Google targeting malicious ads sites like that will have to rethink their approach and hopefully die.
