It can. See: Chromebooks and Thinkpads fully supported by TLP.
You just have to optimize things to your specific hardware, like Apple does to their laptops, Google does to Chromebooks, and regular Linux devs do to random machines.
because Apple dictates comparatively small APIs for application developers to use, while on a typical Linux desktop you might find 2 versions of GTK, 2 versions of Qt, both on top of the inefficient X11 server with its many unnecessary protocol roundtrips
