There is a four factor test[1] judges use to consider on a case-by-case basis whether or not the use of the work is considered "fair." It turns out "noncommercial" isn't an automatic pass. This is specifically *why* we have the CC licenses: to permit people to repost these images. The only requirement is attribution[2].

The post itself, since this is an imageboard, is the image being posted. The text COMMENT field is 2000 characters long. That means that the COMMENT (as in NOT the image) is capped at 2kb. Unless the image (the ACTUAL POST) is under 2kb, the comment will never be longer than the image.

If you're asking for help with someone else's program, then, legally, you're required to have permission. If this permission is granted with the condition that you include a copy of the GPL with every copy, then that's what you must do.
However, there is a concept of "de minimis" which permits tiny amounts of a copyrighted work to be used absent permission, which 3 lines of probably your own work would most likely be.

Konqi and Katie the characters are copyrighted by Tyson Tan, not the KDE Project. The lineart was done by anonymous. The color was done by someone demanding to be attributed as "Xx_ToastMaster_xX." You didn't attribute anyone correctly, so fix it, and see how huge your ugly pink bar gets.

Depends on how many reaction images you want to post and how often, I guess, but this probably relates more to clips of a movie than the whole of a body of artwork regarding a fictional dragon mascot. Here we have someone posting the entirety of the image without following the terms of the license. If this user doesn't have to follow it, why does anyone? When I first saw this thread, I was kind of worried that the novelty of Konqi threads would wear off as a consequence of their abundance, but I think the user who is unironically feeding into the clearly self-deprecating license shitposts totally revitalized this thread.
