Well I literally just bought it. I thought it was some bag cooler technology so I didn't want to touch it

All computers have it, on laptops it is usually a small compartment under the battery or between the keyboard and mainboard.

The bag was placed there in order to secure the components during shipping/transport. Remove the bag, and plug the power cable that is residing on it into the graphics card. Then your computer is ready to use.

It IS a cooling bag. The opening at the right is pointed to the case fans. The A-->B symbol shows the direction of air flow. As indicated on the bag it takes 10-15 seconds to inflate and cool your system. Stop listening to the trolls in this thread.

It's placed there to protect the components while in transit. It's also explained with a picture and notes on a print out stuck to the side of the case so unless you're mentally handicapped I don't know how you missed that. Also don't buy from PC Specialist, they are truly an awful company with absolutely terrible customer support.
