Something you'll find very quickly once you start working in the industry: managers, and executives even more so, rarely have qualifications in whatever they're managing.
They don't "do" anything, they just oversee the people that are doing the actual work.
The person directly under her is probably a senior dba or sysadmin, who is very well credentialed.

Except marine biology is at least a natural / hard science and not some degree with a bunch of made up bullshit. At least studying biology meant they had to take some math courses. Plus most Bachelors of Science degrees in a natural / science require you to take a semester or two of programming in a language like Python, R, or Matlab to use for scientific computation.
