TAG Heuer ironically has one of the best spare parts policies, with almost no restrictions on buying stuff from them.
Rolex used to be good but they've closed shitloads of parts accounts and it's harder now to get stuff (but not impossible).
Jaeger-LeCoultre has a decent number of people with parts accounts, too.
