It does more than that, e.g. it cleans some application's caches, MRU file lists, file save locations. It's useful if you were looking at NSFW things.

For example, normally there's no way to clean Paint's MRU list without manually deleting all the entries in the registry, but CCleaner can do it provided you just check its box in the list of applications/services before you start the scan.
