North Korea is fucking useless. They are just being attention whores trying to be "big boys club". They know as soon as they drop the "cease-fire" that they are finished. The entire Korean peninsula will become the next "Eastern Front". The conflict will result in millions of deaths.
North Korea's shitty early 1950s-era nuclear weapons and missiles aren't the issue. They simply don't have resources to construct many units at all.
The real threat of North Korea is their massive array of artillery pieces and pillboxes that span across their side of the DMZ that pose the greatest problem. They have been ready to shell the shit out of the greater Seoul for decades waiting for the word.
It wouldn't directly cause World War 3 either. Korea peninsula isn't important enough for China and Russia to risk going to war with NATO.

ICBM's have been around longer than gps-like systems. You don't need geo-tracking to hit a target.
