What do I need to do this? Does this work on arch or gentoo? My main Desktop is running Arch but I'll probably switch to Debian if it just werks there.
I have a similar setup. Windows VM with GPU passthrough, it's not so different.
I don't dual boot because I'm not poor and thus can afford a proper machine for both.
More importantly I do my gaming from the couch so my gaming PC is in the living room as opposed to my work PC which is in my study.

Mario Kart can be fun, but the dangers of playing a closed source production is far too detrimental to give into a few moments of superior gameplay, cool levels, and good music that is the closed source mario kart video game. Lately I've only been interested in Retro gaming because I see the modern scene going to shit.
What are the best emulators for Linux?
I mainly use two emulators, Mednafen, and Mame.
Mednafen because I'm too lazy to download each emulator separately, and Mame becuase Mednafen doesn't support arcade roms.
Nope, it's legit. GPU passthrough usually works pretty well with AMD cards. Nvidia can be hit or miss on non-Quadro cards.
My particular build, however, doesn't seem to like it. The VM reboots when it tried to install GPU drivers.

What super expensive CPU would that require though? I'm on an i5 and I a windows VM can't even play a simple bullet hell at 60fps.

Both your CPU and MB must support VT-d or IOMMU. Then, it's a matter of taking advantage of the integrated GPU (or a cheap dedicated GPU) to drive the Linux host, and the dedicated gayming GPU to drive the Windows guest.
The performance penalty is marginal, the only big problem is configuration actually.

fwiw, there's a pretty major bug on AMD CPUs if you use KVM. if you want reasonable perf you have to use xen, in which case you can't can't use an nvidia GPU because the drivers bitch about being under a VM if it's not a quadro, and xen can't spoof it like kvm can.
