I’m sure there are at least a dozen things you do daily that “you’re not supposed to.” Driving while using your phone, if done responsibly, is an incredibly small issue. Ultimately, back to the original point, the new iPhone makes this more difficult.

I don't think handheld GPS is responsible while driving at all. You're looking away with your hands occupied for too long.
There's a difference between glancing away to grab sunglasses or a throat drop or something and looking away for 10 seconds.
