It is theoretically possible, we already have R7 1700s on laptops. I imagine all cores would have to throttle to 2 GHz under load but that would still destroy anything intel has.

coffee lake mobile was supposed to be 10nm, but they are no where to be seen.
Intel will add more coarz in order to combat amd. They will fail though, because more cores means more heat, less profit, and lower clocks.
14nm+ ryzen will reach the market after coffee lake with ~0.2 higher clocks.
Intel will have to lower their clocks to stay on thermal limits, while amd will increase them, and will have +2 cores in average.
This will invalidate any single core advantage that intel has. Intel still has a miniscule IPC advantage of 5%, but the +2 cores of amd will demolish it.
