Your filesystem was not CoW.
It overwrote part of the startup services and got cut halfway through, you now see a EFI screen followed by a splash and a restart.
Your only option is a reinstall

Its in a cycle restarting again and again. Cant open the f+10 couse it restarts. Its the same with f1 or f2
If windows 10 fails to boot around 3 times, you should be brought to a safemode type menu.
you have to force the computer to power of by holding the power button . turn on the computer, then hold the power button to force shutdown. then repeat this 3 or 4 times , and then let it boot normally it shoudl bring you to a menu .

wasnt there a menu between troubleshoot and reset pc ?
if not, reset pc will reset your computer to how it was when you first bought it . hopefully you have all your important files on another hard drive not on the laptop . i would choose to only reset the drive that windows is on .
