The point of sudo is to allow regular users to have escalated privileges without needing the root password. It also allows for their su privileges to be shaped as the admin sees fit. Obviously letting multiple users have su access is idiotic and dangerous, so sudo restricts their su access. In the case of a single user sudo is #1 pointless because that user will know the su password anyway and #2 stops a leak of the user password getting sudo access (granted its not su access but by not using sudo they won't even have access to that).
