The difference is the "Okay, Google" phrase is parsed by the phone, which then triggers the service that listens to you and send the sound to Google. If you don't say the trigger phrase then none of your audio will be sent to the hive mind.
This new feature will most likely constantly relay everything to Google so that their servers can figure out if it's a song and what it is. Unless they have designed it so that the phone itself can work out if there's a song playing, but that would use a lot of CPU power.
