It's trivial to get more compression. (just brute-force everything. Voila!) What isn't trivial is getting good compression in a usable timescale.
AV1 may end up being limited to people who can throw thousands of dollars of processing at a video because they'll make up the difference in bandwidth. H.265 is usable on a desktop now for pennies.

.webm is just a fork of .mkv, so I'm sure it shares much of the same code that matters. And you are not actually changing the actual file itself, you would need a hexeditor for that.
